OK, so can I roll any rare jewel with a low lvl char in order to get a good vlld jewel? Or do I need a jewel with a low ilvl too?

Is a lvl 9 char the best to roll vlld jewels with?

lets say I found a rare jewel with a level 9 ilvl. Does this mean that it can only have lvl 9 req or less mods?

If so, rerolling it with soj + PSkull seems like a good way to get godly lvl 9 jewel...

I assume they don't but I'm not sure.

Does anyone use this shield? It seems like it could rival pelta. I'm not really sure what hit blinds target does in pvp though.
