Chargers [aka Crusaders ] are quite fun! Honor Lance, while good, has MASSIVE requirements. If you are willing to sacrifice that many points, then go for it! As for gear, here is my suggestion:
1. Weapon -- Honor Lance (if you want to spend that many points)
2. Helm -- +max damage helm
3. Armor -- + max damage armor
4. Belt -- Deaths, no substitution here frozen charger = dead charger
5. Ammy + Rings -- Angelic ar, hp come on!
6. Gloves -- deaths if you want the ll and res
7. Boots -- w/e suits your fancy since regular r/w doesn't affect charge

As for skills, there are several different ways you can go about this.
1. Pure Damage --
20 might
9 charge

(700% ed, 170% ar charge +230%ed from might)

might is a synergy of charge, and also adds its 200 some %ed whenever you have it active. Not bad, but i prefer the next one.

2. Speed --
16 charge
10 vigor

(675%ed 275% ar charge)

Now, as you can see, the might build has 255% ed more then the speed build, while the speed build has 105% more ar then the might build. Either of these are good choices, but since you said you wanted to snipe those necros out, i would go for more speed and ar.

I personally believe there isn't really a way to do both because you would be really short on points and kinda low on damage. Honor in some form would be the best bet for a weapon because deadly strike with a like 4-5k charge... yeah... ouch

Note: if you want to get pretty cheap put an item with lifetap charges as your switch and you pretty much wont die

Is the speed build for the ar? Because I can't imagine the speed from vigor would make that much of a difference, unless I want to show up from off-minimap.

And I'm getting a bit of mixed advice, do I want a 4-sock max dmg armor, or twitchthrow?

deaths life leech is so minimal it doesnt even register as noticeable.
