Allright im aiming to roll a circlet and an orb with these or close these stats:

circ:
1 to cold
10% fcr

+ life/mana/stats/res maybe
+ 2 socs maybe

orb
1 to cold skills
10 to fcr
x to ice blast

+ x to warmth/tele/shiver armor maybe
+ life/mana/stats/res maybe
+ 2 socs maybe



Now i need answers to following questions:

#1: Where should the circ and orb be from that i would start rolling with?
#2: What lvl should the char be i am rolling them?
