Be very nice in a helm or shield, armor should use -15 mod and weapons should use max/ed.

I did some testing and with this kind of jewel, the weapon will have _way_ more average damage than with 20 ed 9 maxer or plain 13 maxer.

of course it will - just think of it as a 17maxer in terms of average damage.. u're comparing a godly jewel to two average jewels. A comparable godly ED/maxer would be a 20ED 13max jewel. And of course the effectiveness of an ED/maxer depends on what weapon u use it in.
bottom line is that its best used on a helm and shield for two reasons:
1) Helms and shields can't take advantage of ED/maxers
2) Helms and shields are more transferable (if u decide u get bored of 1 build and want to make something else) while weapons are very class specific

14 max 20 ed being the top of the notch jewel?  that would be extremely rare and I could see it adding more average damage:
war axe with 6*14/20s
22-123 damage = 72,5 average damage.
war axe with 6*4-13s
34-96 damage = 65 average damage.
it's not that huge difference but it will be in the end :\ with all ed from skills.
has anyone seen 14 max 20 ed?

i believe that 4-14 w/ 20% ed would be the best you could get
14 max and 20%ed only uses 3 affixes.

Basicly these kind of jewels are hard to get, so it's simply best to place it where it gets the best results, sure if you got enough then you can put them in a weapon, but untill then a helm or shield like suggested would be best, also unless you really know which lvl9 you are sticking with then ofcourse put it in a item that you can use on multiple char, say a mask (although i personally got a big issue with masks as they are so freaking ugly  )
