Some of you have probably seen my level18 boltress, i need help making her perfect

she IS g rushed

Her Gear:
Helm: Tarnhelm /w Psapphire
Armor: Superior Stealth Leather Armor
Sheild: Pelta Luna /w ELD rune
Orb: 10%FCR +3Charged Bolt 8energy 9life 12%dtm /w 12%dtm jewel (24dtm total)
Boots: Cowkings
Ring1: 10fcr 2dex 40mana 20cold res 16light res
Ring2: mana heal /w 8rep life
Belt: Crappy 8% Fcr belt
amulet +1light 10fcr +14life +8res

Skills:
18chargeed bolt
7lightning
1chainlightning
1telekensis(pre req)
1teleport
1warmth

I want to upgrade her helm to 2os +1light skill circlet

How i duel:
Teleport directly on them and cast charge bolts this way all charge bolts hit, if they are stronger then me ill run around weakening them with lightning first

i really want to perfect this build so what sheild should i use?
VBOSD, SIGONS, PELTA LUNA

i currently use pelta luna, but i am just remaking now

i how much dex i have 25base + 20 cowkings + 6 from stealth = 51 base dex

Sigons
58dex for max block(with out jewels in it)
going to stick 6dex-15%req jewel in it so its like 52dex
+1 skill (2-4damage per bolt at 23 bolts)
12% mana regen(warmth)
can use stronger defence armor
better vs caster since block and max manna doesn matter (but how many decent level 18 casters are their?)
have to invest 46 more into str to use it

ELD'D pelta luna
73dex for max block but gives 12 stat points so its like 62 stats
20mana
gives 40fbr, but gives same fbr breakpoint as 30fb

Vbosd
only need 60dex from max block, i could use a 6dex jewel and an ith(15%dtm)
so its like 54dex but i get 27%damage to mana
have to invest 7 more into str to use it.(highest str item besides it is cowking boot)

Sheild are not inter changeable because of block and dex and str diffrences

another thing
should i switch my belt to a 24%fhr belt /w mods? and use another godly fcr ring?

i currently have the 60fhr break point(8frames) the next breakpoint is
86%(7frames) and would cost to much life to get

+30fhr blood fist + 24%belt + 1x 12%fhr gc 32 mana (i got it)
+30fhr blood fist + 10%fcr belt + 3x 12% fhr gc

charge bolt is a big mana consumer and i really need atleast 200 mana, but 300 is a more comfortable number (even with pots its still hard on mana)

any other idea's to make this sorc better i reeally dont want to remake her again.
