its my understanding hell or not.. ilvl has no effect on magicals from Larzuk. 1 to 2 sockets on magicals 50/50

only for whites and eths will ilvl determine the max.

if im not mistaken upgraded goblin toes are lvl 30. not as much dmg as war boots...but u get the crushing..

technically (imo) since there are 89 levels of dueling, and 3 ranges (low,med,high) its 29.66 levels per each catagory

low = 9-38
mid = 39-69
high = 70-99

so 38/39 to me is the absolute limi...
