Is it possible? I havent seen +2 java circlet of +2 java ammy. Am I just unlucky at gambling?

Not possible.
The only skill tree that spawns for amazons on circlets and amulets is Passive/Magic
Verify for yourself at AS.

I don't think I've seen barb passives and warcries spawn on circlets, just combat skills.
