pvp 1/6 for all

viet and i tested the Anya bug but we failed to note the pvp penelty (lol, we should have killed 2 birds with 1 stone)

im pretty sure all dmg is cut to 17% (~1/6) not 1/4 for elements. im starting to hear it around the forums too.

someone wanna make a quick test over the weekend? im sure it will come out 1/6
