not really worth much 9max dmg way to low 4 a lvl 18 jewel other mods dont really make up for the lack dmg needs to be at least 15 max dmg

No offense, but that isn't good for low level dueling. If the requirement was for level 9, it would be nice. I don't think it's even worth a "High Rune". Try finding someone desperate that wants to become a low level dueler (You might be able to trade it to them).
