usually people want + cold mastery so they can spend the point in synergies.. but plus teleport is really nice. And theres a lot of mana on that. 4 skill is pretty good but people look for 5 skill as a final weapon. I'd say thats worth ~Ist rune.

+tellie makes that a damn hot orb one less skill isnt much compared to the fact you spend 0 skills to get tellie. one of the best orbs ive seen.
