After finding a 2 rage 3 cyclone helm, I decided I wanted to try one of these. I saw the post down the page a bit about the guy who wanted to make one, and stole some ideas.
Equipment I plan to use:
Helm listed above(27 max)(Gonna get a prebuff helm)
Ancient armor(Question is, should I go for ancient armor if I can't afford/find -15 req/max jewels, or should I just go for a lp and use reg. 9 maxers?, or a gothic plate with one -15 req, and the rest maxers?)
Khalim's flail
Vbsod(18 max)
Blood fist
Hsarus Belt
Hsarus Boot
Starter rings/ammy(Gonna gamble some a bit later, what stats should I be looking for in particular?)

Now, for skills, I was curious if I should use:
1 wolf
1 feral rage
rest split between lycan/oak

Or:
Split points between wolf/lycan
1 feral rage

I'm going to be using the cylcone armor to counter frozen(assuming cold doesn't transfer through...does it? -.-)

you can still be frozen with cyclone armor...all cyclone armor does is absorb the damage.

for armor...if u cant afford -req/max jewels for the ancient id probably use the light plate.

im assuming u mean khalim's will (i think thats the full flail)...and out of curiosity, can you socket that?

and this is for vlld so u cant use angelics right? if not, i guess try to find jewelry with half freeze duration

The flail. From what I've read, you die with it, then you go to a4, leave and come back and pick up your body. (Not sure if that's exactly it...) But should I do this in any difficulty, or hell only?

This is my understanding of the situation. Khalim's Will is supposed to be erased from your character in Act 3 after you smash the orb in Travincial (similiar to how Horodric Staff is erased after you place it in the orifice in Tal Rasha's Tomb). , the game still erases Khalim's Will from your character when you beat Mephisto and move on to Act 4. That means you can't preserve Khalim's Will unless you exploit that glitch (because after your Khalim's Will is officially erased, you can't pick up another one from that difficulty level). If you die near Mephisto and then your rusher kills him, you recieve the quest, remain naked and move on to Act 4. The next time you pick up your body Khalim's Will should still be on it. This way, Very Low Level Duelers who wish to use Khalim's Will can still have the benefits of a full rush.

oh, what i always did was find a higher lvl character of mine that needed to do khalims relic quests and would complete the flail and transfer it to a mule...i was able to do this several times...

Which charms should I be using, max damage/AR or life?

unless you like only up to 2 max dmg on a gc, then no. go life charms.
