It works at half of the listed effect. Some people have been known to use four eth two shael nagas for bvb for the 50% reduction.

The bone shield is pretty crappy, as you can get a magical shield with a prefix and two sockets. I would toss it.

It's terrible compared to a 20/15 or 24. Your jewel won't give you nearly as much damage as either of the previously mentioned jewels. Your jewel still has it's uses though.

Angelic ring/ammy + rare ring is generally the best option for a smiter until the exceptional shields and/or holy shield comes into play.

You could use a level 18 character with a normal cow jewel.

Spirit would help your resist problem a bit, but if you resists are REALLY bad, homunculus would be the better choice I'd say.
