Considering it's vlld (I presume) r/w penalties won't matter, and I've not heard of a block speed penalty.

If the maximum number of sockets the item can get normally (If it were white) is one, then the most it will get as a magical item will be one.
For example, you can't have a two socket magical dagge... |
