Well, that's only 20-40% ias, depending how many shaels are placed in the weapon. A straight shael-ed weapon can have up to 120% ias on it so the sorc doesn't have to seek other sources for IAS, thus...

Shouldn't that helm have a level requirement of at least 8, also? I'm pretty sure at least one of those jewel mods would have some level requirement, and this mask has no level listed at all.
