If this is on East, there's very few people, if any, that I know of that LLD on ladder more than NL.

On larger targets in PvM I think it can hit 4 times, if you get a good direction cutback on the tornado. It might be possible to hit 4 times PvP, but 3 is most likely what you'll see the most.
