if im a lvl 18 pally using a heraldic shield with 45% chance of blocking plus twitchs 25% more chance how much dex do i need for max block?

(dex-15)*total blocking/(clvl*2) = block%

Rearranging, we get

block% * clvl * 2 / total blocking = dex - 15

75*18*2/70 +15 = dex
