I'm no expert on rerolling jewels but in "my" experience, I've gotten decent 9 max AR's with some other random mods with rerolling just jewels from any of the 3 prime evils.
Hopefully an expert on jewel rerolling will answer your question more thoroughly for you. Good luck!

I'm trying to craft lvl39 & under jewels. I'm just curious on who, what difficulty and what level "I" (as the crafter) have to be in order to craft these jewels. If that makes any sense. Thanks!
