they're possible, but not the best possible. +4 jav, 30 ias are the best possible lvl 30 javs

well 50 ias is a breakpoint, so i would go with plain white +3 jav maidens, and then use death's gloves/belt combo and twitch for 50 ias. or if you just want the 26 ias bp, then yes im fairly sure 1 jav 10 ias gloves exist for lvl 18

twitch is pretty hard to beat, especially socketed with a pruby. you'll also want a ruby in your tarn helm over a stat jewel
+jav cant spawn on amulets, so you'll want to use etlich
rings, i'd probably go with some manalds
for your sig shield, probably a -req 6dex jewel would be ideal, but hard to get
sig gloves would save some stats, death's gloves would give 15% ias. your choice

oops i meant death's would give 15% res, not ias. also im guessing you mean 4x pruby gothic plate, not mask twice. and pskulls in a shield dont give rep life, they give attacker takes damage i believe

I would think a lvl 18 jabber would be more viable than a lvl 18 cs'er. Don't believe you will be able to put out enough damage with cs to kill anyone faster than they can kill you. I had a level 18 fb sorc about a year ago that gave some of the better than average zealots a challenge, but couldn't stand vs a well geared one. I'd go with either a jabber or a bowazon instead for a lvl 18.
