Looking for 9x 20* Maximum Damage Jewels. Will pay High Runes for them. Most likey 4 for each. (36hrs)

Not to rain on your parade or anything but I'd just like to inform you that a 20 maxer will probably sell for (a lot) more than 4 hrs.

Any idea how much one would cost in Hrs then?

They generally sell for about 40 HR's apiece because they are rare and in high demand among all level 18 duelers.

I'd suggest that you start out with 15 max jewels (Jewels of Carnage) - these are much easier to come by and you can get them for a HR or even less.
