 Best way for a level 18 craft amu

Basically I'm bored of no one having a +1 shadows amu with nice stats for level 18 so I was wondering the best way to craft one? Thanks a lot.

crafting an "caster" amulet requiers ral + perf amethyst and random magical jewel = minium level req of the amulet = 19lvl since ral rune is 19lvl req.

I would think gambling one would be a better idea. Due to the lvl req's that would come associated with even mediocre mods, you wouldn't be able to get anything worthwile.
I also thought that the only thing that mattered (for the character lvl req) was the lvl of the ITEM, not the jewel or rune.

Uhh, that's not correct.
As Magi says, gambling is the best way to get the amulet you want.

A crafted amulet with a +1 tree mod will have a minimum level req of 28 I believe

could always try norm meph runs with high mf, ive goten lucky there more than once.
