in order for a circ > arreats it would need +2 barb, 15+ str and dex, 50+ life, AR and alot of it, 2os, and res

so basicly almost impossible to find, however i do think that if you managed to get a +2 barb or a +3 combat circ with 100 life and 20s, then socketed it with "death scarab" jewels which have:

7% Faster Hit Recovery
29% Enhanced Damage
+8 Strength
+8 Dexterity

that would bring your total to:
+2 barb skills
+100 life
+14% FHR
+58% ED
+16 str
+16 dex

not as much AR, but the damage makes up for it, and the lower str req of a circ compared to an arreats + with the stats add gives it a nice shine, as well as it still is adding FHR and +2 barb skills, just no +2 combat, but yet again...the %ed covers for that
