I know that HF transfers to explosive arrows of say raven claw and that it always hits but its just the explosive part.Now what happens on a successful hit,does just the physical part transfer or does the fire as well?

seems to imply fire gets applied twice and i could believe it from my experience of dueling someone with RC and HF,damage seemed higher than it should be and it varied more than it should.

based on what I've seen using my own Ravenclaw ranger, I've noticed that sometimes he does seem to do double damage to things he hits.
I guess this is a viable explanation.

The fire damage from holy fire applies to the explosion and the physical arrow, so it's doubled when you hit them with the arrow.
