I made him on the Xbox version, took me a little bit, but I believe he looks like Steve Seagal.

I voted no. The side pics don't really help either. His face looks smashed in, and it's hard to distinguish any details.

The side pics aren't supposed to help, because he looks like Seagal when you look directly at him (or the best seagal you could make with Oblivion's character creation thing imo), but when you look at the side his head looks like someone worked it over with a bat.
