None of the specific paladin skills will show up on a shield of any type. You can get + tree specific and + all skills, but not + skill specific.
If you meant HS Scepters, I don't think those can't spawn anymore in 1.10. Best bet would be to look for someone who happens to still have a HS scepter from 1.09 or earlier and trade for it.

Holy Shield scepters CAN still spawn  Holy Shield "Shields" cannot
I know cos ive shopped them since the patch and as recent as a couple weeks ago. Hell act5 Mallah ( I always check the vendors on mf runs everytime im in town.. )
Very rare but still possible, not sure what level is best to have it appear but I have a Divine Scepter of readiness, +1 holy shield, +1 sanctuary, socketed with Hel rune, level 25 required on East non ladder if anyone wants to offer for it..

You know me likes me skulls.. 
So apart from those im looking for a +3 zeal 5socket war scepter so I dont have to destroy my current one.
Fine grand charms of... str/dex/life/balance
If not sojs would probably do

Double-check! In all my time spent in shopping, I've never seen a single Scepter that adds to Holy Shield.

When shopping for my wand in 1.10, I came across one war scepter with +1 holy shield. They are a lot rarer than before, but they most definitely can spawn in 1.10.
