i have a lvl 35 bh pally
i have two circlets: one with +1 all skills and +88 life
the other with +2 combat skills +59 life

with the +2 combat skills circlet i get
1975 - 2003 Damage

with the other i get
1961 - 1990 Damage

my question is
is it worth it to use the combat skills circlet and miss out on 29 life, but gain 14 min and 13 max damage?

It seems like it's just a matter of opinion to me.

That extra couple damage could mean the difference between killing someone, or not..

The extra couple life could mean the difference between someone killing you, or not..

Those two facts are obvious.. obviously.

Personally I would go with the damage, because it just seems more logical to me, and extra 20 or whatever life wont make that big an impact, as I beleive 14 min and 13 max could help slightly more in the long run, plus an extra 14 min and 13 max on 5 hammers if they all hit is alot more worthwhile than 29 life.

also, are either of these circlets socketed with anything? if not, you could always socket the +2 combat one with a pruby and be up 9 life more than with the +1.

both circlets have prubies already in them

you forgot to mention that the +1/20%fcr one has stacked lightning and cold resist and the other one only has 15 all resist.
I would use the +1/20%fcr higher life one with vcooler resists.
One's gonna make you live a little bit longer in those tight-at-the-end duels, one will make you kill a little bit faster in the same type of duels... so they both will have pretty much the same effect, only one has better resists too
