Going by the wording on skulls in shields (Attacker takes damage of x), I would assume that the damage would be handled as if the player hit another player for that amount of damage. The 17% PvP penalty should apply to skulls, so the highest damage returned from a shield possible for an LLD build (60, 3 P.Skull shield) would return 11 damage roughly.
most possbile would be a 4 socket pally shield, im actually thinking of testing this because it does put out alot, 80 dmg down to 17% would be 17 dmg ironicly.
