I've rolled a ton of these, and I've gotten my best results with a level 18 gambling light belts and a level 1 rolling the craft.

It depends on what mods you want
For 5 rep life/17 fhr, I would craft light belts bought from norm fara on a lvl 6-9 char

If you're using spirits, then is this for a lvl 30 char? You can get 5 rep/30 life at lvl 28

You can't get Life Rep on level 18 caster belts, unfortunately.

Basically, 10 FHR is the best you can hope for - although this should let you hit a higher FHR BP wearing just Bloodfists and Stealth.

I've gotten a couple 10 FCR belts with +Mana or +Life. Nothing spectacular though.

They sure can, and they're probably your best bet. If you're crafting for a level 18, you won't want any affixes over level 5 - so level 1 is generally going to be your best option.
