if you are looking for lvl 30 or lower you may want to shop NM instead of Hell IMO. Malah a5 has lots of scepters, so does chick in A4

yes, and the "not so exact" answer is use something between 40-50. I used to use my mld's which were lvl 49. It may not be an optimum lvl but it's fairly close if I recall correctly.

Just so you guys understand what he is saying here... when calculating "chance to shop" % there is a minimum clvl (char lvl) in order to see the item and then from there the chances of shopping that item either increase or decrease depending on the clvl used.
So for instance a lvl 44 might be optimum (meaning for instance .00765% of shopping it) meaning less than 1 out of a 100 clicks on the NPC screen will get the mods you are looking for.
Where a lvl 49 might be .00692%
So, once you know the minimum clvl from there the %'s aren't too far apart they just save you 20 or so trips to the NPC. Either way the % is very small which is why those things are worth so much 
disclaimer: make sure you understand my #'s are made up in my head and in no way reflect the actual %'s... if you want to know the true %'s for yourself either take dainbramage's word for it or use the alvl calculator found in the stickies.
Damn... now that I'm quitting I actually sound like I know WTF I'm talking about... Ha!

Yes, those are for the best odds. Higher than that you can still get them, it's just less likely.

ok ive been shopping for days with a lvl 44 and not even a +2 pcomb scepter has shown up, so i leveld to level 46 and i saw a +2 pcomb bone shield buttahts it
are u sure u calculated right?

welcome to the wonderful world of shopping!!!
That is why when you do find one they are worth a ton. A couple levels will decrease probability by 1-2/10ths of a % or something small like that so don't worry too much about leveling past 44. Just don't go too far otherwise % decreases significantly.

same advice... 1 hs shows up fairly often imo... 3 hs is a bit more elusive

Note that to spawn HS on a sceptre, you need to have 6 fails, much the same as getting combat skills on a barb hat.
