I'm actually trying to make one of these myself.
The build i'm going with is a build to hit the 75 fcr breakpoint, cause thats reaally all you need as foh, also 125 is attainable but not needed
honored foh/conviction scepter
vipermagi pskulled
pcombat circlet 30frw pskulled (20fcr if u want 125bp)
perfect fcr spirit crown shield
pcombat amulet 10 fcr or no fcr
magefist or frosty
2x soj
fhr/str/life or SoE
30/10/resists boots
Insight poleaxe/voulge switch
with a convict/foh scepter you can go without putting a point into conviction and just max out holy bolt and 7into shock, with the rest into holy shield for def/better blocking. Or you can put the extra points into cleansing/prayer, (there will be two extra points) and use cleangsing along with charge on your insight switch. You'd only be losing out on ~3-5 enemy -res. You're going to want the extra points saved into vitality. Replenish is also very nice for this build, because with 1 point into foh you're going to be having soe very long duels. With the right gear you can be hitting ~700-1k foh damage. You can also switch to being a charger with the insight to run faster or take out other casters.
skills:
1into foh + all prerequesites
max holy bolt
7into holy shock
1 into holy shield and all prerequesites
1 into prayer + cleansing

Don't think investing points into holy bolt is a wise decision. It doesn't boost FoH damage as far as I know.

This is correct in one way, it does add dmg to your foh, however, its the holy bolt dmg that comes from foh, not the lightning dmg, the holy bolts only dmg the undead anyway, which doesnt help much in pvp.

Neither I don't think. It's always the same speed.

Fcr does affect Foh, but it still has the 1 second cool down time.

FoH can be effective vs some characters, but in my opinion in order to be competent at level 30 it has to be coupled with another skill. Charge, Smite, and Hammers all work well.
Fcr affects FoH, not ias. To be honest though, fcr isn't really anything you need to keep in mind for an FoHer, as the cool-down time makes the bp's effects very minimal.
For gear I'd definitely go with the following, which can always change depending on what skill you're coupling FoH with:
Helm - Pcrown (1 to Conv and FoH, replenish, life, mana)
Armor - Vmagi (+1 Skills, 35 Resists) or Spirit Shroud (+1 Skills, 10 repl, cbf)
Weapon - Honor War or Divine Scepter with +3 FoH and +1-3 Conv
Shield - 45 Resist Pally Spirit
Gloves - Bloodfists (Life, Fhr)
Belt - 15% String and Fhr/life/mana/resist/repl for casters
Boots - Sanders Or Cowkings (Sanders for a charge hybrid)
Rings - SoJs
Ammy - +1 Paladin Life/mana/resist/life repl (I personally prefer a +2 Pcomb +80 Life ammy on the two FoHs I've made though, a V/T and a Charge/FoH)
Charms should be mana, resists, etc. Max Damage ofc if you plan on making a charge hybrid.

Its definately a good idea to use an akaran rondache spirit and put a point in fanat. If someone stacks up on the light res you can always try to smite them into a corner.

If you regen and run like 90% of pub foh\hammer pallys, you can pretty much never die in a 1 on 1. Since most people will stack light resist against you if they know who you are. Hammer seems to make for the best combo to pair with foh.
