creating a +4 harpoonist maiden java

im planin on creating a Harpoonits(+1) Maiden javelin(+3) of Alacrity(20%ias) with the:
3 Gems(anytype) and 1 Magical Weapon (Any Type) = 1 Socketed Magic Weapon (of same type)
its says on arreat summit that java cannnot have sockets so it will be reroll.

So the question is... what ilvl and clvl do i need to have/be to craft one of these magical wep for a lvl18? Also whats my best chance of getting one by useing chips,flawless or perfect gems to make it?
