It would almost have to go in a weapon (unless you dont care about ed/dmg bug), so you'd probably need to go check conc bp's on butchers, ginthers, etc... to see if you'd need an ias jewel in it.

that would be interesting some intense rare would be more fun, but i dont think i would be able to afford said rare.

and what build do ya think would "best" maybe a 39ish concer?

Yeah, either that or some 5 frame fury druid (since you need lots of shaels and 6 soc weps for 4 frame at that lvl)

how about dupe it and put it into a 6os 15ed sup eth naga, then just dupe that. then make a BAMF of a conc barb

Hahahaa...true..min dmg conc'er would be pretty cool...

I'd have to go look at fury bps with diff weps, but I think that might be a good place for it...a fury wep or a dimensional blade for a conc barb
