Actualy another forum I use has this and it's more active than you would think. And the community is smaller than this community. And it makes people feel welcome, and they're more lible to stay and become active.

How many new people do we get a day? I'd say about one person a week who actually cares...the remainder of them are only here to trade.

Doesn't matter. An introduction forum's bandwidth usage isn't that heavy because you can simply clean up many old introductions months later because people will probably have been integrated into the community by then and it would be a disposable post.

It's a concept which actually benefits the community a lot because it allows new members to become familiar with the community on a more comfortable basis. It's almost like a "self-esteem booster", take it for what you will. The only consequence that can come from adding this sub-forum is increased forum activity.

Also, you can try disabling post count in that forum so people don't try to abuse it to get high post counts.

No, not at all. They are quite clearly different forums. If I was new here, I would never make an introduction in an off-topic forum, I'd chat about off-topic stuff. It doesn't even say to "introduce yourself" in the off-topic forum description.
