Apart of level req increasing from item type the upgrading from normal to exceptional comes with a +5 lvl req tag. Exceptional to elite comes with a +7 tag. (total +12)

that sounds as quite a pretty necro head. Deflecting and +3 Bone spear is a nice combo. Lacking other useful mods though, but pretty nice in my opinion anyways.
