Making a lvl 15 one, would I need any dtm for maul?

Ive aquired a Sceptic lc of venom(from someone here?)
lvl 9 req: 61psn over 7secs Cool

(almost like 2x 33psn scs)
also a 61psn gc lvl 9 - I know this ones from lost_banana

Just wondering whats the big diff from going from 14 to 15, other than the +1 skill tree items, I have a couple good lvl 14 jewels so I wanted to make one.

I heard they keep dumbing it down, making it easier to get stuff, looks like they just want the pvm part to be as short as possible and focus more on pvp, stupid idea IMO.

I went there once to get the editor, thats it.
