White wand using higher low lvl dueling necros (lvl 35-42) are cookie cutter to an extent. It's not a big deal to most people, but when compared to lvl 30 necros, it's a huge difference in dmg, life, mana, etc... (At least it should be)

yeah a strong build, thats popular..
everyone u see has the same stuff.
everyone u ask basically gives u the same advice..
same gear , same stats/skills....
I think the term has more to do with fashion though.. a metaphor that illustrated the endless and abundant monotony of similarly created characters
.. all with the same looking weapons, armor, hats and shields.
runewords have helped change that,, but the phrase still works.

Cookie Cutter = commonly used build or tactic employed by a large percentage of a community (not necessarily just limited to D2 PvP, it could apply to just about any video game). In D2 PvP terms, this would be like the piercing GA zons or orb/ts sorcs in 1.09, or bone necs and lit trappers in 1.10. These are the kind of builds that are so common that it would be hard to go into more than two or three full 8 player public dueling games without seeing at least one of these.

I always took it to mean a certain build that everyone uses and which is extremely effective no matter what.
Like WW barbs in .09, or .10 trapsins.
